New needs and old challenges: proposals for a transformative agenda


The XL+1 edition of the Health Economics Conference will be held in Saragossa from 15th to 17th June, 2022 under the slogan “New needs and old challenges: proposals for a transformative agenda”.

Two years ago, no one could have imagined that we would now be living through a global pandemic, that we would go into lockdown, that a vaccine would be discovered and rolled out in record time, and that the whole world would have to adapt to a radically different environment. Its impact has affected all aspects of life: geopolitical, productive, environmental and, of course, health and social.

COVID-19 has led to an unprecedented worldwide healthcare crisis, and Spain has been no exception. The healthcare system has been forced to adapt on an organisational level and free up additional resources to meet healthcare needs which, as the crisis has worsened, have put extreme pressure on its response capacity. Healthcare has undergone substantial changes in a matter of months. Face-to-face consultations have been replaced by remote consultations, pathways have been readapted, medical staff have been reassigned, non-urgent care for patients with other pathologies, particularly chronic ones, have been cancelled or postponed, and these freed-up resources have, in turn, been used to treat patients with COVID-19. All these changes have taken place dynamically, adapting and readapting as the different waves of the pandemic challenged the system. On top of this is the changing scientific evidence in the search for the definitive treatment. Worldwide trials, the use of drugs with hardly any peer-reviewed studies to back them up, modifications to medical device regulations and official protocols that changed from one day to the next. In a world full of analysis and evidence, this has involved a large-scale change.

The social impact has been seen, primarily, in the emergence of new needs or, perhaps better said, in the magnification of problems that had previously gone under the radar. One of these new needs is the increased demand for mental health services brought about by the pandemic. Bereavement, isolation, loss of income and fear have generated, or aggravated, mental health disorders that do not affect the population as a whole in the same way. Another is the resurgence of domestic violence, one of the most appalling consequences of the pandemic and of the mobility restriction policies in place, with lasting impacts on survivors. It remains to be seen what impact the COVID-19 recession will have on society, although it is to be expected that one of its effects will be increasing social inequalities in health.

Furthermore, the pandemic has shed light on some structural weaknesses of the National Health System. Among them, those related to decision-making on the provision and financing of health services (drugs, technologies, operations, policies, etc.).

Having said that, the XL+1 Health Economics Conference strives to become a meeting point to put forward a transformative agenda to respond to the new needs and old challenges facing our healthcare system and, by extension, our society. To this end, we have come up with a scientific programme in which we will address the aforementioned matters (impact of COVID-19, management, mental health, gender-based violence, technology assessment), as well as other recurrent matters of interest related to Health Economics (public health, inequalities, economic evaluation, comparative effectiveness, etc.).

Following the cancellation of the 2020 event and the virtual event held in 2021, the AES XL+1 Conference will finally give us the chance to meet up in Saragossa, to share ideas and enjoy a social programme with a view to getting to know the city together, its emblematic places and monuments, its river, its university campus and its friendly atmosphere.

The Scientific Committee and the Organising Committee encourage you to actively participate in the XL+1 Health Economics Conference. Now, more than ever, we hope that Saragossa, two years later than planned, will be an opportunity for the Health Economics community to gather once again.

DataViz for Decision-Making: Data Visualization as a Support Tool for Health Policies

The workshops seeks to train attendees to come up with effective data visualizations with a view to facilitating decision making. Participants will learn the power of visualization for analysis, the importance of annotation and context. They will also learn how visual hierarchies and graphical models support knowledge transfer.

The workshop will be eminently practical with a view to learning the keys to visually exploit data related to health economics, and to disseminate research in a compelling, clear and effective manner. Through guided group activities, we will look at the concepts and techniques that turn data visualizations into tools that encourage exploration, provide context and that, in turn, are useful when it comes to decision making.

Why visualize?

A good graphical representation always starts with an interesting question, however, motivation is what is needed to get there. Initial proposal to understand the keys to creating data visualizations, designed as tools to represent information, to be interpreted and to extract useful messages in the context of health.

Exploration to discover work patterns. Approach to the narrative structure depending on the project. First outlines of graphical representation to then move on to discovery.

Context and possibilities of the data. Questions and opportunities that allow us to come to conclusions before the final communication. Collect annotations from the group discussion.

SUBMISSIONS

General rules for the submission of abstracts:

The deadline for submissions is February 2nd.

Only abstracts sent via the online form will be accepted.

Authors can select Spanish, English or No Preference for the preferred presentation language. The abstract must be submitted in the selected language.

If No Preference is chosen, the Scientific Committee shall decide the presentation language (Spanish or English) and will be able to ask the author to submit the abstract in that language.

Selecting English as the preferred language does not guarantee that the presentation will be made in English. If the author speaks both languages, the Scientific Committee shall confirm the presentation language when the programme sessions are organised.

Authors will be able to indicate their presentation format preference (short or long communication), but the Scientific Committee will make the decision on the final format of the paper. The main difference between the two types of communications is the duration of the same. Short communication replaces presentations in poster format. Authors will have about 5 minutes to present their work in a specific short communications session that will take place in the same time slot as the other communications sessions. At the end of it, there will be time for general discussion by grouping works of similar themes in the same session.

The author responsible for the communication will be the one who presents the communication during the conference. This should be indicated in the submission form

One person cannot be responsible for more than TWO papers.

Authors who have not registered before April 20th will have their abstracts removed from the programme.

Authors must choose a maximum of two key words between two different lists, the first being more general and the second more detailed.

  • CONFLICT OF INTEREST
    Authors may describe any financial or personal relationship which can cause a conflict of interest regarding this article.
  • PROTECTION OF HUMAN SUBJECTS AND ANIMALS IN RESEARCH
    When experiments which have been carried out on human beings are described, it is essential to indicate whether the procedures followed comply with the ethical standards of the human experimentation committee responsible (institutional or regional), and in accordance with the World Medical Association and the Declaration of Helsinki. Hospital names, initials, or numbers must not be used, particularly in figures. When animal experiments are described, it is essential to indicate whether these have been carried out in accordance with the standards of an international research institution or council, or with a national law regulating the care and use of laboratory animals.
  • PATIENTS' DATA PROTECTION
    The authors must declare that they followed their institutions' protocols to access to the patients data and that was done with the unique purpose of the scientific investigation and scientific disclosure.
  • RIGHT TO PRIVACY AND INFORMED CONSENT
    The authors declare and guarantee that they are in possession of a document signed by the individuals whose personal data is included in the article (personal data being understood as any information associated with an identified or identifiable physical person, such as, for example, but not limited to: name and surname, address, telephone, or any type of health data, health data being understood as any information associated with the past, present or future physical or mental health of an individual, including, but not limited to, for example: images, analytical results, x-rays, etc.) authorising the inclusion of such data in the aforementioned article.

Specific rules for proposing organised sessions

Those interested may submit proposals for organised sessions with a minimum of three presentations, with or without discussants. These will be evaluated by the Scientific Committee and must comply with the following rules:

  • The deadline for organised sessions is January 26th.
  • For each organised session, one single proposal must be submitted in writing; this must be endorsed by two AES members, who will act as coordinators of the corresponding session and will be responsible for the organisation and development thereof.
  • Proposals must be remitted through the Conference website.
  • Sessions will last 90 minutes.
  • Proposals must include:
    • Names and contact information of the two AES members organising the panel.
    • Proposed title of the session.
    • Abstract and aims of the session.
    • Language of the session: Spanish or English. The session will be held in only one language.
    • For each of the presentations making up the panel, the following must be provided:
      • Names and contact information of authors.
      • Title of the presentation.
      • Abstract of the presentation (250 words), which must clearly indicate the objectives and content of the presentation, adhering to the format for remitting Conference abstracts.
      • Name of the discussants (where applicable).
      • Subject matter of the presentation .
      • Declaration of conflict of interests.
  • Notification of acceptance of the session will be given to the organisers thereof. The Scientific Committee, along with the AES Board of Directors, reserves the right to propose the conditional acceptance of a session subject to the modification of the content of any of the proposed presentations on scientific grounds.
  • It´s necessary indicated If a session is not accepted by the Scientific Committee, each of the abstracts will be evaluated separately, within the ordinary abstract evaluation process.
  • The AES accepts no responsibility for the funding of organised panels. At the same time, the acceptance of organised sessions is independent of the funding thereof, and the sponsorship of the same will be offered to the Conference sponsors under the same criteria as all other sessions. The options and conditions of sponsorships can be consulted in the sponsorship dossier, which is available on request from the Conference Secretary's Office (jornadas@aes.es).

Payment method

Accommodation Cancellation Policy

Similar to the policy set out for registration cancellation, the cancellation of a room booking in the hotels contracted by AES for accommodating conference attendees will result in withholding the amount paid, according to the following schedule:

  • Before 1 April (inclusive), 25% of the fee will be withheld and the remainder refunded once the conference has ended.

  • Between 2 April and 2 May (both inclusive), 50% of the fee will be withheld and the remainder refunded once the conference has ended.

  • After 2 May, 100% of the fee will be withheld.

Exceptions

In exceptional cases, and after the parties concerned have demonstrated the occurrence of a serious personal matter, the Board of Directors may exempt them from the corresponding withholding arising from either the registration, accommodation booking or both, with the full amount paid being refunded.
