Science for Action

SESPAS presents its Congress of conferences

AES (the Spanish Health Economics Association) and SEE (the Spanish Epidemiological Society), two of the founding scientific societies of SESPAS (the Spanish Society for Public Health and Administration), and those with the biggest number of members, have decided to coordinate their respective annual scientific meetings in order to be attractive to all SESPAS members by dealing with issues with cross-cutting interest. The scientific programme on days 6 and 8 will include issues of great current relevance, such as the determinants of population health. Themes such as global warming, social inequality in health, education – which is key to social mobility – and big data will be addressed during events coordinated by the two societies in order to enable better analyses of the problems and projection of the consequences of possible actions. In addition to the keynote lectures on these topics, there will be talks and presentations that will allow the distinct perspectives in SESPAS to be explored.

The aim is to contribute to the goals of SESPAS, continuing existing association between European and global public health networks, through a Congress of conferences in order to raise the international profile of SESPAS, strengthen the role of SESPAS within national decision-making institutions, and test a novel form of joint conference that can accommodate the diverse needs of the distinct SESPAS societies.

Science, action and awareness

The overall theme of the conference – Science for Action - is inspired by the idea that by offering rigorous analysis and scientific method, we can counter the growing ability of special interest groups to define and dominate the political agenda. We want to give a voice to civil society through our technical knowledge, provide a scientific approach to decisions in public health and promote consensual opinions based on scientific rigour in form and in content. There is nothing more personal, intimate and individual than health, but the health of the population also matters to society. It is important to know how to get more health value for the money we spend on health, both in society at large and in the public system. The Congress aims to contribute to these major issues through an unbiased, multidisciplinary and cross-cutting approach, which advocates health without forgetting other major societal goals; all this by combining science, action and awareness.

Multidisciplinarity

Health problems among populations are complex, with multiple causes and effects that require multidisciplinary work: epidemiology, economics, health management, legal science and environmental health, among others. All of these diverse areas of research will come together in this Congress to analyse public health problems and their solutions and benefit from debate and criticism by experts from traditionally separate fields.

The topics of the meeting will cover the usual areas, in addition to the aforementioned areas of global warming, inequality and big data: major risk factors; the most important causes of morbidity and mortality; environment; nutrition; lifestyles; prevention and promotion; control of communicable diseases; chronicity and dependence; access, use and variations; evaluation of public policies, health policies and health services; investigation methodology; innovation, organisation and management; government and institutions; quality and appropriateness of healthcare; effectiveness: treatment, prevention, diagnosis, adverse effects; vulnerable populations; specialist subjects, etc. Bearing in mind all these topics, we want to highlight both the complementary nature of the different perspectives and their applicability.

The health system is tightly interwoven with politics; health challenges are not resolved in the short term and, unlike political changes, health objectives should incorporate the long-term goals but with a constant fine tuning based on the acquisition of new knowledge. All this, while being attentive to the culture of public policy evaluation, prioritisation and institutional design in order to achieve something that is socially desirable as well as individually attractive.

Three entryways

There is an Executive Committee formed by Vicente Ortún (former Chairman of SESPAS), Pilar García-Gómez (former Chair of AES), Esteve Fernández (former Chair of SEE), Silvia de Sanjosé (Chair of the 35th SEE Scientific Committee), Cristina Hernandez Executive Committee Quevedo (Chair of the 37th AES Scientific Committee), María Sala (SEE) and Toni Mora (AES). The Executive Committee is responsible for the organisation and integrity of the whole event as well as the scientific part of the exclusive SESPAS sessions to be held on the mornings of days 6 and 8. They are also responsible for ensuring peer review of papers for SESPAS sessions. Day 5 will be devoted to congress activities. The afternoons of days 6 and 7 will deal with the SEE Scientific Meeting and AES Conference, with a sufficient choice of topics to attract the participation of any member of SESPAS.

The deadlines and prices for the Congress are the same for members of all the societies. Social events will be coordinated and we will be able to take advantage of economies of scale. There will still be three separate websites for registration for the Congress: AES, SEE and SESPAS, which, among other things, will allow us to keep track of the number of attendees coming from each society and distribute income and expenses accordingly. All attendees will have the same access to the scientific sessions and social events, regardless of which society they belong to.

We invite everyone to attend the meeting and we encourage you to actively participate with your contributions to make this first joint SESPAS Congress a success. The Committee will make every effort to ensure you have a pleasant stay in Barcelona, at the Ciutadella campus of Pompeu Fabra University.

Registration Cancellation Policy

If a request is made to cancel a registration after it has been confirmed, given the problems this creates for the Conference organisers, AES will retain part of the registration fee. The amount retained will vary according to the date on which the cancellation is requested. Specifically, if the cancellation is requested:

  • Before 29 April (inclusive), 25% of the fee will be withheld and the remainder refunded once the conference has ended.

  • Between 30 April and 6 June (both inclusive), 50% of the fee will be withheld and the remainder refunded once the conference has ended.

  • After 6 June, 100% of the fee will be withheld.

Exceptions

In exceptional cases, and after the parties concerned have demonstrated the occurrence of a serious personal matter, the Board of Directors may exempt them from the corresponding withholding arising from either the registration, accommodation booking or both, with the full amount paid being refunded.

Submissions

General rules for the submission of abstracts:

  • The new deadline for submissions is March 23th.

  • The same communication only can be sent to one of the three congresses (XXXVII Spanish Health Ecomonic Meeting, XVII Congress SESPAS, XXXV Scientific Meeting of the SEE).

  • Only abstracts sent via the online form will be accepted.

  • Authors can select Spanish, English or No Preference for the preferred presentation language. The abstract must be submitted in the selected language.

    • If No Preference is chosen, the scientific committee shall decide the presentation language (Spanish or English) and will be able to ask the author to submit the abstract in that language.

    • Selecting English as the preferred language does not guarantee that the presentation will be made in English. If the author speaks both languages, the scientific committee shall confirm the presentation language when the programme sessions are organised.

  • Authors will be able to indicate their presentation format preference (oral presentation or poster), but the scientific committee will make the decision on the final format of the paper.

  • If the abstract is accepted by the Scientific Committee in poster form, it should be submitted in electronic format and feature the following:

    • PowerPoint presentation (.ppt or .pptx).

    • The slide format must be VERTICAL 90 x 120.

    • Maximum 1 slide per poster.

    • Font size at least 24. Smaller font sizes might not display correctly on the screen.

    • Arial font (recommended).

    • PowerPoint special effects not accepted.

  • The abstract must not exceed 250 words.

  • The author responsible for the communication will be the one presenting the communication (oral or poster) during the conference. This should be indicated in the submission form

  • One person cannot be responsible for more than TWO papers.

  • Authors who have not registered before June 15th will have their abstracts removed from the programme.

  • Authors must choose a maximum of two key words from the following:

    Authors may describe any financial or personal relationship which can cause a conflict of interest regarding this article.

  • PROTECTION OF HUMAN SUBJECTS AND ANIMALS IN RESEARCH
    When experiments which have been carried out on human beings are described, it is essential to indicate whether the procedures followed comply with the ethical standards of the human experimentation committee responsible (institutional or regional), and in accordance with the World Medical Association and the Declaration of Helsinki. Hospital names, initials, or numbers must not be used, particularly in figures. When animal experiments are described, it is essential to indicate whether these have been carried out in accordance with the standards of an international research institution or council, or with a national law regulating the care and use of laboratory animals.

  • PATIENTS' DATA PROTECTION
    The authors must declare that they followed their institutions' protocols to access to the patients data and that was done with the unique purpose of the scientific investigation and scientific disclosure.

  • RIGHT TO PRIVACY AND INFORMED CONSENT
    The authors declare and guarantee that they are in possession of a document signed by the individuals whose personal data is included in the article (personal data being understood as any information associated with an identified or identifiable physical person, such as, for example, but not limited to: name and surname, address, telephone, or any type of health data, health data being understood as any information associated with the past, present or future physical or mental health of an individual, including, but not limited to, for example: images, analytical results, x-rays, etc.) authorising the inclusion of such data in the aforementioned article.

Organised Sessions

Specific rules for proposing organised sessions

Those interested may submit proposals for organised sessions with a minimum of three presentations, with or without discussants. These will be evaluated by the Scientific Committee and must comply with the following rules:


  • The deadline for organised sessions is March 1st.

  • For each organised session, one single proposal must be submitted in writing; this must be endorsed by two AES members, who will act as coordinators of the corresponding session and will be responsible for the organisation and development thereof.

  • Proposals must be remitted through the Conference website.

  • Sessions will last 90 minutes.

  • Proposals must include
    • Names and contact information of the two AES members organising the panel.

    • Proposed title of the session.

    • Abstract and aims of the session.

    • Language of the session: Spanish or English. The session will be held in only one language.

    • For each of the presentations making up the panel, the following must be provided:

      • Names and contact information of authors.

      • Title of the presentation.

      • Abstract of the presentation (250 words), which must clearly indicate the objectives and content of the presentation, adhering to the format for remitting Conference abstracts.

      • Name of the discussants (where applicable).

      • Subject matter of the presentation (see list on the remittance form on the Conference website).

      • Declaration of conflict of interests.

  • Notification of acceptance of the session will be given to the organisers thereof. The Scientific Committee, along with the AES Board of Directors, reserves the right to propose the conditional acceptance of a session subject to the modification of the content of any of the proposed presentations on scientific grounds.

  • If a session is not accepted by the Scientific Committee, each of the abstracts will be evaluated separately, within the ordinary abstract evaluation process. In this case, both the coordinator of the organised session and the authors responsible for each presentation will be notified.

  • The AES will not cover registration fees, accommodation or the transfer of speakers or coordinators of the organised panels.

Prizes

The following prizes are announced for the 37th Health Economics Association (AES) Conference:


  • Prize for the best Oral Presentation, consisting of a sum of €1.500, financed by the Chair of Health Economics and Rational Use of Medicines at the University of Malaga.

    Prize for best Poster, consisting of €600, financed by the Andalusian School of Public Health.

The working lunches will be held in the university’s two cafeterias.

Along with the documentation, the secretary will provide a ticket for each day. This will need to be presented in either of the two university cafeterias.

Welcome reception

The reception will take place on Tuesday 5 September at 6.00 p.m. in the Saló de Cent of the Barcelona City Hall (Plaza Sant Jaume I).

Congress dinner

We are pleased to inform you that the Official SESPAS Congress Cocktail Dinner will take place on 7 September in Sala Razzmatazz (Calle Almogavares 122). The venue will be open from 9.00 p.m. You will need to present your dinner ticket.

Oral/audiovisual presentations

Presentations must be loaded at least 1 hour prior to the session in the room equipped for this purpose (Classroom 40.247), which is located on the second floor of the Roger de Llúria building.

The computers will be equipped with the Windows 7 operating system and Office 2010 package. Computers will also be available in this room for you to revise your presentations before loading them onto the main computer. It will not be possible to directly connect devices in the presentation rooms. There is no HDMI connector.

The certificates will be given to the attendees in the Secretary’s office where the conference is held, together with the documentation.
Communication certificates:
The certificates will be given to the authors by the roundtable moderator upon completion of the discussion.
Poster certificates:
The certificates will be given out by the moderator of the poster session upon its conclusion.
