Dr. Jose Manuel Freire Campo

He is currently Professor Emeritus at the National School of Public Health and President of the Health Sciences Section of the Ateneo de Madrid. He is a specialist in Pulmonology (Complutense University and 12 de Octubre University Hospital), having trained in public health, health policy and health management at the LSHTM (University of London) and the HSPH (Harvard University). He has served as a medical inspector for the Social Security system, Director-General of Primary Care at the Regional Government of Andalusia, Regional Minister of Health for the Basque Government (overseeing the transfer of INSALUD to Osakidetza, 1978–1991), and Director-General of the National School of Public Health. He has represented Spain on the High-Level Committee on Public Health, the EU Chief Medical Officers’ Group and the Standing Committee of the WHO Regional Office for Europe. He has served as President of the European Healthcare Management Association (EHMA) and of the Council of Europe’s Committee of Experts on Good Governance in Health Systems.
