Francisco José Villar Rojas is Professor of Administrative Law at La Laguna University. Among his lines of research, he has been devoted to Health Law for many years, as evidenced by his participation in the creation of the Association of Health Lawyers (in 1993), the direction of the Law and Health Journal (2000-2017), and the publication of numerous works, from the book “La responsabilidad de las Administraciones sanitarias: fundamento y límites” (Praxis, 1996), to the most recent, "Los modelos de gestión de los servicios sanitarios en España" (in the collective book “Financiación de la sanidad: tributación, gestión, control del gasto y reparto constitucional del poder financiero”, Tirant lo Blanch, 2020), "El impacto de la crisis sanitaria en el Derecho Público" (Revista Hacienda Canaria, 53, 2020), and "La sostenibilidad (financiera) de los servicios públicos" (Revista de Derecho Público: Teoría y Método, 7, 2023). He has collaborated with different health administrations on opinions and reports, as well as in the drafting of regulatory provisions, including participating in the drafting of the State Public Health Law (approved in 2011).
