Public policies for health: perspectives from economics and health care
From 26th to 28th June 2024, San Cristóbal de La Laguna (Tenerife) will have the honour of hosting the XLIII Health Economics Conference (AES). The theme chosen for this conference is "Public policies for health: perspectives from economics and health care".
Public policies for health are a basic tool for achieving the objectives of efficient allocation of available resources and equal access to health services for citizens. They therefore play a fundamental role in improving the general population's health and in a fairer distribution of health profits among the different social groups. They are also crucial for disease prevention and the promotion of healthy lifestyles through public education programmes. Another example would be public programmes combating social exclusion or unemployment, which also have a role to play, given the social determinants of health. Public policies for health have been proven to be essential for the effective management of health crises and emergencies such as that recently experienced with the COVID-19 pandemic.
This can be done through a variety of instruments, such as public-private provision and production of services, the combination of health and health-related taxes and subsidies, the validation of co-payments as an instrument of complementary public financing, the institutionalisation of prioritisation processes, regulation in the field of medicines and health technologies, or the appropriate provision of information to users on the quality of care.
Economics, and in particular the evaluation of public health policies, is of fundamental importance as the main analytical tool for informed decision-making. Recently, Law 27/2022 has established a normative framework for such evaluation: "all public policies with a significant budgetary, economic or social impact should be subject to an ex-ante and an ex-post evaluation". Impact evaluation and economic evaluation play a key role alongside economic models. Significant advances in methodology and data availability in recent years facilitate this task. All of this contributes to legitimising public policies themselves, while - if done systematically - it becomes a useful instrument of accountability for the actions (or non-actions) of the authorities responsible for citizens' health.
Actions within the health sector and, in particular, strategies for collaboration between different health professionals at different levels of care (and between these and social services) or organisational, governance and information management improvements in the health sector, can also be considered as an integral part of public health policies, as they are essential to optimising the use of public resources. In this regard, it is worth noting, among other actions, the revision of the status of health professionals or the achievement - with appropriate regulation - of the appropriate balance between public and private health services, thus aligning with the achievement of social objectives.
The theme for the conference "Public policies for health: perspectives from economics and health care", in a mutually reinforcing interface, will serve as a common theme for the conference in which, like every year, we will have the opportunity to present and debate the main cutting-edge issues in the field of health economics. The Scientific Committee and the Organising Committee are working together to design an attractive programme, at least on a par with previous conferences, which, like every year, will unite economists, managers, health professionals and other experts in the field of economics and public health, in short, all those interested in gaining further knowledge of health economics and management.
This year for the first time, the island of Tenerife is preparing to host our Conference in the sunshine of the Fortunate Islands and under the shadow of Mount Teide. The University of La Laguna, located in the city of San Cristóbal de La Laguna, a World Heritage Site, offers an exceptional setting to enjoy and make the most of the Conference's scientific and social programme. San Cristóbal de La Laguna, located in the northeast of Tenerife, was the first capital of the Canary Islands and is the only city in the archipelago to have been declared a World Heritage Site by UNESCO. It is a unique example of an unwalled colonial city with emblematic buildings surrounded by pedestrian areas with lots of cultural, commercial and restaurant activity.
In the historic quarter, highlights include the neoclassical cathedral (16th century), El Cristo church (16th century) -the headquarters of the city's patron saint-, the palaces of Nava (16th century) and Salazar (17th century), the convents of Santa Catalina (17th century) and Santa Clara (16th century), and the headquarters of the University of La Laguna -the first higher education institution in the Canary Islands with over two centuries of history-.
Tenerife has other urban areas of interest such as Santa Cruz de Tenerife -the island's capital-, towns representative of the history of the Canary Islands such as La Orotava, Icod de los Vinos or Garachico (a municipality included in the list of the most beautiful towns in Spain) and internationally recognised tourist destinations such as El Puerto de la Cruz or Adeje, among others.
Tenerife has an immeasurably rich natural heritage where you can enjoy hiking. The Teide National Park -the highest peak in Spain, declared a World Heritage Site by UNESCO-, the Anaga massif -the Rural Park with the highest number of endemic species in Europe, declared a biosphere reserve by UNESCO-, the Los Gigantes cliffs, the Masca Valley and Teno Rural Park are just a few examples.
Tenerife, the number one tourist destination in the Canary Islands, is home to exclusive black sand beaches in the north and white sand beaches in the south. Likewise, its seabed treasures a great variety of species and geological formations that make the island a tourist attraction for diving enthusiasts too.

General rules for the submission of abstracts:
The deadline for submissions is February 1st.
Only abstracts sent via the online form will be accepted.
Authors can select Spanish, English or No Preference for the preferred presentation language. The abstract must be submitted in the selected language.
The abstract must not exceed 250 words, and must be structured with the following sections: objectives, material and methods, results and conclusions.
If No Preference is chosen, the Scientific Committee shall decide the presentation language (Spanish or English) and will be able to ask the author to submit the abstract in that language.
Selecting English as the preferred language does not guarantee that the presentation will be made in English. If the author speaks both languages, the Scientific Committee shall confirm the presentation language when the programme sessions are organised.
Authors will be able to indicate their presentation format preference (short or long communication), but the Scientific Committee will make the decision on the final format of the paper. The main difference between the two types of communications is the duration of the same. For short communication, authors will have about 5 minutes (3 ppt maximum) to present their work in a specific session that will take place from 13.00-15.00hours (see program). At the end of it, there will be time for general discussion by grouping works of similar themes in the same session. In oral sessions, authors will have about 15 minutes to present their work, followed by a general discussion.
The author responsible for the communication will be the one who presents the communication during the conference. This should be indicated in the submission form.
One person cannot be responsible for more than TWO papers.
Authors who have not registered before April 21th will have their abstracts removed from the programme.
Authors must choose a maximum of two key words between two different lists, the first being more general and the second more detailed.
The AES Conference will have 4 stakeholder sessions (EEconAES, EvaluAES, GestionAES and AESEC).
- In the EEconAES and EvaluAES sessions the author will present his/her paper and then there will be a discussion by a commentator who will have read the paper beforehand. The session will be followed by a brief discussion with all participants.
- The GestionAES session will open with an invited presentation by a health manager. Then, the rest of the authors will present their communication. The session will be followed by a brief discussion with all participants.
- For the AES Early Careers (AESEC) session, i.e. recent, pre-doctoral or post-doctoral researchers having completed their PhD in the last 5 years, the author will not present his/her work, because a senior reference in his/her field will make the presentation-discussion and will be followed by a brief discussion with all participants.
If you wish your paper to be considered for these sessions, you must indicate this in the corresponding place on the paper submission form. For those sessions that include a discussant (EvaluAES, EEconAES and AESEC sessions), authors commit to submit their full manuscript/draft by June 5, 2024. If your paper is not selected for one of these sessions, it will be evaluated in the general group of papers. In the form you will find more information for each interest group.
Accepted abstracts will be published in the digital edition of the abstract book with ISBN.
CONFLICT OF INTEREST
Authors may describe any financial or personal relationship which can cause a conflict of interest regarding this article.
PROTECTION OF HUMAN SUBJECTS AND ANIMALS IN RESEARCH
When experiments which have been carried out on human beings are described, it is essential to indicate whether the procedures followed comply with the ethical standards of the human experimentation committee responsible (institutional or regional), and in accordance with the World Medical Association and the Declaration of Helsinki. Hospital names, initials, or numbers must not be used, particularly in figures. When animal experiments are described, it is essential to indicate whether these have been carried out in accordance with the standards of an international research institution or council, or with a national law regulating the care and use of laboratory animals.
PATIENTS' DATA PROTECTION
The authors must declare that they followed their institutions' protocols to access to the patients data and that was done with the unique purpose of the scientific investigation and scientific disclosure.
RIGHT TO PRIVACY AND INFORMED CONSENT
The authors declare and guarantee that they are in possession of a document signed by the individuals whose personal data is included in the article (personal data being understood as any information associated with an identified or identifiable physical person, such as, for example, but not limited to: name and surname, address, telephone, or any type of health data, health data being understood as any information associated with the past, present or future physical or mental health of an individual, including, but not limited to, for example: images, analytical results, x-rays, etc.) authorising the inclusion of such data in the aforementioned article.

Specific rules for proposing organised sessions
Those interested may submit proposals for organised sessions with a minimum of three presentations, with or without discussants. These will be evaluated by the Scientific Committee and must comply with the following rules:
- The deadline for organised sessions is January 25th.
- For each organised session, one single proposal must be submitted in writing; this must be endorsed by two AES members, who will act as coordinators of the corresponding session and will be responsible for the organisation and development thereof.
- Proposals must be remitted through the Conference website.
- Sessions will last 90 minutes.
- Proposals must include:
- Names and contact information of the two AES members organising the panel.
- Proposed title of the session.
- Abstract and aims of the session.
- Language of the session: Spanish or English. The session will be held in only one language.
- For each of the presentations making up the panel, the following must be provided:
- Names and contact information of authors.
- Title of the presentation.
- Abstract of the presentation (250 words), which must clearly indicate the objectives and content of the presentation, adhering to the format for remitting Conference abstracts.
- Name of the discussants (where applicable).
- Subject matter of the presentation (see list).
- Declaration of conflict of interests.
- Notification of acceptance of the session will be given to the organisers thereof. The Scientific Committee, along with the AES Board of Directors, reserves the right to propose the conditional acceptance of a session subject to the modification of the content of any of the proposed presentations on scientific grounds.
- It´s necessary indicated if a session is not accepted by the Scientific Committee, each of the abstracts will be evaluated separately, within the ordinary abstract evaluation process.
- The AES accepts no responsibility for the funding of organised panels. At the same time, the acceptance of organised sessions is independent of the funding thereof, and the sponsorship of the same will be offered to the Conference sponsors under the same criteria as all other sessions. The options and conditions of sponsorships can be consulted in the sponsorship dossier, which is available on request from the Conference Secretary's Office (jornadas@aes.es).

Registration cancellation policy
The cancellation of registrations will lead to the withholding of the amount paid, according to the following schedule:

Before May 12th (inclusive), 25% of the fee will be withheld and the remainder refunded once the conference has ended.

Between May 12th and June 12th (both inclusive), 50% of the fee will be withheld and the remainder refunded once the conference has ended.

After June 12th, 100% of the fee will be withheld.
Exceptions
In exceptional cases, and after the parties concerned have demonstrated the occurrence of a serious personal matter, the Board of Directors and the Organizing Committee may exempt them from the corresponding withholding arising from either the registration, accommodation booking or both, with the full amount paid being refunded.

Accommodation Cancellation Policy
Similar to the policy set out for registration cancellation, the cancellation of a room booking in the hotels contracted by AES for accommodating conference attendees will result in withholding the amount paid, according to the following schedule:

Between March 3rd (inclusive) and April 3rd, 25% of the fee will be withheld and the remainder refunded once the conference has ended.

Between April 3rd (inclusive) and May 3rd, 50% of the fee will be withheld and the remainder refunded once the conference has ended.

Between May 3rd and July 1st (both inclusive), 75% of the fee will be withheld and the remainder refunded once the conference has ended.

Towards an integration of health and social care for dependent persons

On 15th March a new edition of the Technical Conference will take place in Santa Cruz de Tenerife prior to the annual Association of Health Economics (AES) Conference, which will be held from 26th to 28th June 2024 at the University of La Laguna with the slogan "Public Policies for Health: Economic and Health Perspectives".
The slogan for the Technical Conference is "Towards the integration of health and social care for dependent persons" and it will be attended by leading health economists who are experts in this subject, as well as by clinicians and managers of the part of the health system most closely related to the care of dependent persons. As this is an issue with regulatory and legal aspects, we will also benefit from the view of an expert health lawyer. Last but not least, we will also hear from policy-makers, who will explain the current situation and, above all, the direction in which we are heading.
The dysfunctionalities of the current health and social models (fragmentation and lack of coordination) have prompted the content of this Technical Seminar, which will have two roundtables, one for presentations and the other for debates (each lasting an hour and a half). The first roundtable, with four presentations, will try to substantiate the theory and evidence for the integration of health and social care for dependent persons. Questions will be raised such as: Do we have a clear diagnosis of the problems of integrating social and health care for dependent people?, How is it being tackled by the different agents (health and social)?, Do changes need to be made to the system?, Would the current system be able to accommodate the necessary changes?, What can be learned from the experience of our environment (other autonomous communities or EU countries? or What is the private sector's role? The roundtable debate will also focus on one of the most perceptible consequences of the lack of coordination of the health and social model, which is bed blocking in acute hospitals for dependent patients who have already been medically discharged but remain in hospital because they cannot be directed to a resource suited to their needs. This debate will address this issue from economic, clinical, legal and political perspectives.
We hope that this programme will be of interest to you and we encourage you to participate in this Technical Conference, which will pay special attention to the case of the Canary Islands, and to actively contribute to the debate.
